- Madam President, I too would like to thank Mr Wynn for his report. The European Parliament, through its Committee on Budgetary Control, asks the Commission for two major responses each year. The first is their replies to the resolution accompanying the discharge, and the second is their answers to questions on the modified Notenboom procedure. It is important that we do not allow ourselves or the Commission to confuse the two, even though the same points may arise in both. Discharge deals with the historical budget, and is all about resolving problems and getting undertakings from the Commission about the future. The Notenboom procedure deals with the present budget, for 1994, so that the European Parliament can make decisions on spending in the budget for 1995. The big question today is therefore: is the Commission carrying out the wishes of Parliament as expressed in the vote on the 1994 budget? If so, to what extent will it be able to meet our requirements by the year's end?
My particular interest covers paragraphs 21 and 22 - the satellites. In particular I would like to mention Dublin, where Parliament is on record as asking the Commission to make some arrangements about the ownership of the land in Dublin where we have put up the new Foundation Building. It was subject to a very short lease on a peppercorn rent of ECU 1 per year. We are not too happy with the fact that the proposal is that for the sum of ECU 200 000 the lease will be extended to 99 years. We would like some further information and negotiation on that point.
I turn next to the Berlin Centre, CEDEFOP. Rumour has it that the Brussels Council slipped up, and that it did not mean to move CEDEFOP to Thessaloniki, but the East European Training Foundation. We would like to know whether this is possibly so, because it is a rather interesting rumour and one we would like to see taken up. Given that the Greeks have not been able to provide a site for the temporary building which is to be put up, let alone one for the main building, are we right in leaving money in the budget to cover the move if it looks as if it is not likely to take place?
