- Mr President, in supporting this motion, I also want to pay tribute to all those who have helped to achieve this peace in Northern Ireland, particularly to our Prime Minister, John Major, and his tireless Secretary of State, Sir Patrick Mayhew and also to Prime Minister Reynolds and his ministers and of course to John Hume.

However, terrorism cannot be tolerated within our Union borders. We have rightly welcomed the ceasefire declared by the IRA. Let us pray that it is permanent. We can afford to be happy, we cannot afford to be euphoric. I ask also that we should pay tribute to the Council and the Commission for the practical help which they have given today in supporting what this Parliament is endeavouring to do by giving tangible financial support at this time of great need.
