I do not think that the President-in-Office replied directly to my question about the rights of citizens and their right in particular to know how their Minister votes on legislation in Council meetings. I would like to ask her to comment on the concern that will most certainly be felt by the citizens of the three Scandinavian possible entrant countries whose own tradition is one of openess and freedom of information and whose votes in the forthcoming referenda in those countries could certainly be adversely affected by the perceived secrecy of the Council of Ministers.
