President-in-Office, I thank you for your reply but could I say to you - and I am sure you will not disagree with me - that first and foremost Europe is about its people and unless we can get a message to our respective peoples that word which you used, namely, subsidiarity, will be meaningless. I appreciate the institutions are there and I appreciate the information offices are there but they are just not working. The message is not getting through to the people who are important, i.e. our people on the ground. I would suggest to you that we should at least set up appropriate information pilot projects that people can genuinely identify with and, of course, I believe that this should be done without delay.
I ask you, President-in-Office, if the Council would be prepared to support appropriate information pilot projects if the Commission brings them forward? Needless to say, if we are looking at a pilot project maybe we should look at an area on the periphery of the Union and maybe a pilot project in my own constituency of Connaught/Ulster.
