Subject: European Union's response to crisis in Rwanda

While the need for the European Union's immediate response to the crisis in Rwanda and its border camps has always been imperative, has the European Union considered making a commitment to a long-term solution to the crisis in Rwanda and the continuing instability in the Central African region? Does the need for a major reconstruction and development programme that addresses the root causes of the conflict now become essential?
