President-in-Office, after all these years of trying, Europe is falling behind the United States in human rights and the issue of weapons exports. The United States is ahead of us in forbidding and preventing exports of weapons to murderous regimes like Indonesia. No doubt you are fully aware that the particular concern of the European Parliament has been demonstrated year after year. Does the Council accept that the July incident reflects a continuing disregard for human rights in East Timor and that one of the few ways in which human rights in East Timor can be protected is by the Council taking a positive stance in conjunction with the European Parliament against such abuses?

Finally, I want to refer to a general matter relating to the House, Mr President. I got a note in my pigeon-hole from Mr J L Janssen van Raay calling on Members to join the European Parliament Indonesian Friendship Association. This seems rather strange and I hope that you, Mr President, will take this matter up with the Bureau because I think it is terribly important that an organization like this should not be seen to be condoned by the European Parliament. Mr Janssen van Raay is well-known as a supporter of the Indonesian government and this matter should be referred to the Bureau. I would ask you to do that.
