Subject: Community budget's lack of transparency
Despite the fact that Article 199 of the EU Treaty states that all items of revenue and expenditure of the Community are to be shown in the budget, the Community also manages expenditure financed from the ECSC levy, lending and borrowing operations arising from the New Community Instrument and expenditure by the European Development Fund which are not included in the general budget and which continue to be financed from Member States' contributions. Does the Commission believe that such exemptions are compatible with the Treaty provisions and the need to have maximum transparency as regards Community actions?
