I would like to support my colleague Mr Martin who raised this question because I have had a large number of letters. These letters do not just manifest themselves because people want to write letters to Members of Parliament, they manifest themselves because of a genuine belief in the people out there, our constituents and the citizens of Europe, who are genuinely concerned about a Commission failure. I believe that the Court of Auditors have highlighted something and nothing that the Commissioner has said tonight has actually reassured me whatsoever. I am not expecting him to give me an answer now but will he provide sometime in the near future, a response to Parliament and to the genuine concerns that are being expressed that financial aid to some of the developing countries is not going to the people who it is meant to be focused on? Will he give us some indication as to how the Commission actually channel their aid to people who are meant to get it?
