I should like to ask why the Commission has acted so slowly on this. The directive in question was adopted in 1986. I imagine that the implementation date was long before 1992 so that the Portuguese have had six years in which to put it into action and when they have put it on to the statute books it is inadequate. Why has it taken the British Union for the Abolition of Vivisection and other voluntary bodies to draw the Commission's attention to the situation in Portugal when the Commission already has its own office in Portugal and has, we learn today a committee looking specifically at the implementation of the directive?
