The previous question was not answered properly, and I do think the Commission has a duty of common courtesy to make sure that there is a full answer given, particularly in view of the fact that I wrote a letter about this so that the Commission could have more detail.

The European Commission's UK representative came to Bristol at a time when Members were in plenary session in Strasbourg and introduced the leaflet referred to. I have no complaint about that; but there was a clear definition of the West Country in terms of five counties. Again that is a matter about which I have no complaint. The reason I do complain today is that I do not think the Commission has attended to the question of how that booklet was prepared. My specific question was the basis upon which regions had been defined in that booklet, the criterion applied - and you must surely know that, because somebody wrote the booklet, somebody must have actually put pen to paper. And, finally, as to the parties consulted, I can tell the Commission that the Labour Party was not consulted, the trade unions were not consulted, and I believe the Liberal Democrats were not consulted. Therefore there was no consultation with two major political parties, and probably three. So would whoever wrote the booklet please an

swer those specific points, on the basis, the criterion and the parties consulted? I would be most grateful for a specific answer because one has to be given.
