The next item is the report by Mrs Fraga Estevez, on behalf of the Committee on Fisheries (A4-0009/94), on

the proposal for a Council regulation (COM(94)0131 - C3-0228/94 - 94/0108(CNS)) amending for the 16th time Regulation (EEC) No 3094/86 laying down certain technical measures for the conservation of fishery resources.

I should like to inform the House that I have received a request from the Group of the European Democratic Alliance, the Europe of the Nations Group, the Group of the European Radical Alliance and Mr Baudis and others seeking to refer this report back to committee before the start of this debate in accordance with Rule 129. I therefore give the floor to Mr d'Aboville as author of the motion, and will then take one speaker in favour, one speaker against and the committee chairman.
