Mr Bourlanges, I have to admit that I was slightly suprised when the Commissioner asked for the floor. We did immediately check the Rules and the Rules neither preclude nor permit the Commission to take the floor. So, as a courtesy to another institution I decided to give the floor to the Commissioner.
