Madam President, I would like to share Mr Vandemeulebroucke's opinion of the President who has just left. But I will leave that for other judgment.
I rise to ask you, Madam President, to prevent another debacle similar to that which occurred yesterday. On this occasion can we be assured - and I am not personally involved in this because I have not put my name down for an explanation of vote - that explanations of vote will be taken before the vote, rather than what occurred yesterday.
