Mr President, since the House last met, the European Union has effectively been held to ransom on the question of milk quotas. I would like to ask you to make sure that when the Commission answers the debate on the budget - I think that is probably the only opportunity and the most apt opportunity - we manage to extract a statement from the Commission as to why it was prepared to reduce the value of the fine that it was going to impose on the Italian and Spanish Governments when this effectively meant conniving at blackmail and betraying hundreds of farmers throughout the European Union who have been observing the milk quota rules.
