Madam President, on a point of order. I wonder whether you could ask the Commission why it is that yesterday every Member was given a Guide for Members of the European Parliament to the Commission which starts off by telling us that the President of the Commission is Jacques Delors?

Does not the Commission - particularly on a day when we are debating the budget - think that it is something of a waste of public money to be producing such a document two months before the end of the present Commission?
