Mr President, I want to join the many who are congratulating Mr Wynn on his second budget - one wonders if he is going for a hat trick - and also to congratulate Mr Dankert who, as far as I know, is on his second budget because he was the main rapporteur way back in the early years.
In the short time available, Mr President, I want to make two points to the Commission and one to the Council. To the Commission: Parliament's power to monitor is going to be exercised strongly during 1995. We are going to demand that our budget rapporteurs in the spending committees keep the Commission up to the mark.
Secondly, we want to see a good rate of spend on the policies which we are voting. Of course we are delighted to see savings in administrative expenditure but we want to see a healthy rate of spend on the operational side. We are looking for full implementation of the policies which Parliament has voted by way of the budget.
To the Council I would like to say that the traditional game is over. In the past the Council used to make reductions on those lines which are very strong in Parliament's policy in order to oblige Parliament to put them back at the second reading. That game is over. I want to see a healthy cooperation between the two sides of the budgetary authority. I am delighted with the terms which the Council gave themselves on taking up this responsibility in July and I look to see that they cooperate fully with our budget rapporteur and the Budgets Committee in order to put a very good budget down for 1995.
