Mr President, I just want to agree about this rush for urgency. Last week I was told that the European Union investment partners report from the Development Committee would be put on the agenda this week and sure enough it arrived on the agenda for Friday of this week.

It seems to me that this report is important enough to get the fullest possible discussion in the Development Committee but the Council and the Commission have requested urgency. It is being taken on Friday. You, Mr President, well know that on a Friday not too many people are going to be here to discuss it. Apart from that, there has been no real in-depth discussion in the Development Committee. There is not reason why you could not hold on for another two weeks to give us an opportunity to go into it in detail. I do not understand this. I ask you to postpone discussion of the report from Friday until the next session.
