Mr Bontempi, you make an important point insofar as the social dialogue is concerned. Certainly, there has to be increased participation of the social partners in the whole formulation of legislation and measures at European level. As I say, next year we shall have a communication, a discussion paper, on the involvement and the development of the social dialogue, and this will be a good opportunity for you and me to discuss exactly how the social dialogue has been going. It has not had a great outing so far.
We have to honour the special place that the social dialogue has in the Maastricht Treaty. I look forward to a situation where the social partners will come together and make all the arrangements, and I shall not be involved at all insofar as making legal proposals to the Commission are concerned. That is a long way down the road, of course. But we have to finally make up our minds on whether there is a future for the social dialogue, because if there is, then it should work in a satisfactory and efficient way. It has not done so to date. But we are pursuing it, and our discussion paper next year will be a good way of looking at what has been achieved and what might be achieved in the future.
