I regard the whole question of the mobility of the workforce and the freedom of movement as a very important matter and it is highlighted in our White Paper. You will recognize that. It is a fundamental right of the Union. We will simply have to make it more of a reality. That is what it comes down to. As you suggest, we will have to promote the pending proposals to make that possible. That is the reason why I have recommended that a high-level panel should be set up next year to review all the actions of the single market so that we can have real European mobility in that area. That is the reason for the EURES network as well. As far as the posting of workers is concerned, we have not yet been able to get a conclusion. I felt at our last meeting of the Social Affairs Council that the German presidency was trying to move towards a more restricted proposal dealing with one particular sector on its own, namely the construction sector. I would have given my accord to that if I had been satisfied that all the ot
her antagonisms had been withdrawn and that we at least had a proposal in some specific area on the posting of workers. But I have to say that things did not look good on the last occasion. The German presidency feels it might be able to make progress on 6 December.
