That was a very interesting answer but it did not address the question. The question I raised concerned the assessment by the Council of the effect on the poorest people such as the homeless, etc., of Member States cutting their budget deficits to comply with the terms of the Maastricht Treaty and convergence. I find it quite astonishing that the representatives of the governments of all the Member States of the European Union seem indifferent to the plight of the citizens at the very lowest end of the scale. So I will repeat my question once more. Will the Council make an assessment or ask the Commission to make an assessment of the effect of reaching a convergence criteria on the categories of citizens I mentioned in the question?
