I thank the President-in-Office for the answer but I remain concerned that we appear to be relying very much on voluntary arrangements between Member States rather than establishing arrangements across the Union that will lay down minimum standards and minimum safeguards for the citizens of Europe when they travel across our seas. Adjacent to my constituency in the English Channel, one of the busiest shipping lanes in the world, there is still no statutory fire authority operating, for instance. Helicopter services which would have rescued people from the 'Sally Star', which recently caught fire off the coast of my constituency, were not there because they had been withdrawn. I would look to the Council to bring forward proposals and I hope the President-in-Office can tonight state that it will be looking at this area because I am afraid the voluntary arrangements are simply not working. Will this issue be examined once again?
