Madam President, I should just like to say that that sounds like a very encouraging sort of reply. But in light of that, why is there still resistance to providing the information which The Guardian, very reasonably asked for, so that people can be aware and informed? The Council will be aware that this Parliament is very concerned indeed about the past lack of openness. Can we look with any confidence to the Council putting forward for consideration at the 1996 intergovernmental conference proposals to change the Treaty in such a way as to make the actions of the Council much more open and to provide for proper freedom of information legislation within the Community?
