Does not the Commissioner agree that the prime objectives of all programmes by the IMF and the World Bank, whether in Europe or in developing countries, should be to benefit rather than harm the poor, support developing countries' own priorities and strategies such as rural development, food security and the reduction of the debt burden, recognize countries' right to determine the direction of their development strategies and the pace of reform, and to take account of the national and international context? What practical steps has the Commission taken to put pressure on the IMF and the World Bank to achieve these aims?
