I give my overall support to the Wynn report, which I regard as very realistic and constructive. But I have two reservations: first, I would like to see Parliament take a much more robust attitude toward the premiums paid to tobacco growers. This still amounts to over £900m a year. Given the way in which the budget is financed, British taxpayers are paying a sizeable proportion of this. It is true that the rapporteur has submitted an amendment which makes a token cut in tobacco subsidies since we understand that, in fact, Parliament's scope to cut these subsidies is limited this year. But I believe that Parliament should send a more robust message to Agriculture and Finance Ministers. Our message should be that these tobacco subsidies must end and end soon.
Secondly, I cannot vote to add to the budget some £12m for trans-frontier meetings for employers' representatives. Those who elected me would gasp in amazement if I did vote for this and I have had no hesitation in witholding my vote from it.
