Mr President, I have listened very intently to the debate, as I did in 1985. It is very similar. All that has been said now was said then. We do not need to be talking about what we are going to do. What we need is legislation to ensure the enforcement of these standards that we talk about. We talk about IMO standards. IMO has no teeth. It cannot operate properly because it has no legislation behind it; it is a talking shop. What we really require is for the Council to come forward and actually put these provisions into operation.
The other point I want to make is that the Commission and the Council have brought forward these documents recently. They are very good; exceptionally good! But let us see the legislation to back them up. I appeal to the Minister to make sure when he goes back to the Council that the rest of the Council also backs them up.
