Mr President, we seem to be back to the problem of lack of prior consultation. Mr Arias Cañete also mentioned that. Mr Marin did not comment on it with regard to Angola. He has spoken already, but perhaps he will speak again after this debate and comment on that.
I am happy to be a signatory to this, along with my colleague, Mr Macartney, with all the other groups. We will vote for all the Green amendments.
I should also like to ask Mr Marin to reply to the question by Mr McGowan. I think that will affect the votes of some people in the Chamber. The question really arises from the situation of the Western Sahara and the United Nations. I presume this House does not want to go against United Nations' resolutions, but the waters under the UN umbrella are the coastal waters off the Western Sahara. So I am supporting this on the presumption that when we talk about waters, we are not talking about those waters that are under the jurisdiction of the United Nations. But perhaps it would clarify the matter if Mr Marin could assure us on that point - the same point that was raised by Mr McGowan and Mr Teverson.
