I should like to thank the President-in-Office for giving her views. I was very interested to hear her remarks. I would, however, like her to be a little more specific. As the Council has a policy of openness, can the Minister give a categoric guarantee this evening that the Council will release to the public any minutes she does not consider to be politically dangerous or particularly secretive? If she will not give this cast iron guarantee, can she, in the interests of democracy, justify both her own position and that of the Council?
