I note that the Council in its reponse did not refer to my specific question about the files on open government remaining closed. I should like the Council representative to comment on that. The question is why the minutes of Council meetings are not published. The Council has previously given the explanation that it is in the interests of reaching compromise positions within the Council. That represents a lack of accountability by governments. They are unwilling to demonstrate the force of their arguments to their own electorate. It should not be allowed to happen. As far as the British Government is concerned, it seems to be saying that there is no right of silence for citizens in Britain but there is a right of silence for the government when it comes to make decisions in secret in Europe. Why are the minutes not published?
