GENERAL RESOLUTION ADOPTED BY THE ASSEMBLY OF PARLIAMENTARIANS MEMBERS OF THE RADICAL PARTY - SOFIA, JULY 17, 1993.

ABSTRACT: The resolution expresses the hope that the General Council accept the "Guidelines of political initiatives" presented by the Secretary and the indications provided in his report by the Treasurer. It then lists in particular six "fields" of initiative in accordance with the indications expressed by the party organs and the ensuing debate. Lastly, the Assembly "binds the parliamentarians...as far as the production and circulation of the parliamentary newsletter and the creation of the relative facilities in the parliaments are concerned". It also "binds its members to assume all initiatives apt to translate the political commitments established by the general council into parliamentary acts". The preamble to the resolution (which is the result of an amendment proposed by Tomac and others) also strongly reaffirms the condemnation of the crimes committed in the former Yugoslavia.

The assembly of parliamentarians members of the Radical Party held for the first time in Sofia from July 15-17, 1993, after an intense three-day discussion attended by over 150 members;

approves the introductory and programmatic reports;

unanimously and strongly condemns the inefficiency of the international institutions, which are showing no political will to halt the wars of aggression in Bosnia-Herzegovina and Croatia and in the other parts of the globe.

We parliamentarians from 40 countries of the world unanimously urge our parliaments and governments to stop the genocide of innocent civilians, to affirm peace by all available means, to secure the return of the refugees and the displaced, to oppose the ethnic and political cleansing which, through the use use of force, aggression and crime, is driving hundreds of thousands from their homes and villages.

Human life represents the supreme value, and the right to life must be upheld as a fundamental right; we parliamentarians members of the radical party refuse to accept the indifference of those who have the power to intervene but fail to do so.

Our civilization faces a turning point. If we accept the way that leads to resignation and impotence in the face of crimes, of war criminals, of genocide, of negotiations with those same criminals who are welcomed as authoritative statesmen; if we accept the violent manipulation of the borders, the murder of hundreds of thousands of people without expressing a condemnation, we will be taking a path that leads to the end of our civilization and of the values we believed in and fought for.

Democrats the world over must make their voices heard, and once again affirm those moral principles and ethical values which are the very basis of our civilization. If we fail to do this, if the criminals remain unpunished, if the war is not put to an end, then the horrors and genocide will increase not only in Bosnia and in Herzegovina, but in every part of the world. No one has the right to remain passive and silent.

It is necessary to operate, to organize ourselves, to uphold the fundamental principles of justice, humanity and national equality of all the states of the world.

The Assembly, in accordance with the results of the debate, hopes that the General Council will accept the "Guidelines of political initiative" presented by the Secretary and the indications contained in the Treasurer's report, setting its priorities among the political objectives that allow to make the international law effective and binding, that enhance the role and democratic legitimacy of the United Nations. The message sent by the U.N. Secretary-General Boutros-Ghali, which affirms the need for a democratization of international relations and recognizes the validity of the radical transnational approach, represents an important political event and an indication of work.

The assembly underlines in particular the addresses aimed at:

1) obtaining the respect of the commitments and time limits for the establishment of an International tribunal to try war crimes in the former Yugoslavia;

2) linking, as is the case with the other republics, the recognition or non-recognition of the Federal Republic of Yugoslavia (Serbia and Montenegro) to the establishment or restoration of genuine constitutional and legislative guarantees for the rights of individuals and people which are being suppressed by the Serbian aggression, in particular in Bosnia and Kosovo;

3) relaunching the battle for the recognition of Macedonia in the various parliaments;

4) obtaining the passage of a resolution of the U.N. General Assembly affirming the right not to be killed by virtue of law;

5) amending or repealing the international conventions that bind the countries to a policy of prohibition on drugs;

6) obtaining the enhancement or creation of supranational institutions with the task of upholding the rights of the individual, including those to ethnic, cultural, linguistic and religious identity;

7) preparing the conditions and resources to develop the following campaigns in a supranational framework:

- for the environment and a sustainable development;

- to check the spread of AIDS, especially in the African

continent;

- to affirm the international language.

The Assembly, considering the need to develop autonomous transnational structures and services of the party in the various countries, binds the parliamentarians to follow the indications of the Treasurer as far as the production and circulation of the parliamentary newsletter is concerned and the creation of the relative facilities in the parliaments.

The Assembly also binds its members to assume all initiatives apt to translate the political commitments established by the General Council into parliamentary acts.
