Industrial development co-operation A Report of the Industrial Development Board
The Economic and Social Council,
Recalling General Assembly resolutions 3201 (S-VI) and 3202 (S-VI) of 1 May 1974, containing the Declaration and the Programme of Action on the Establishment of a New International Economic Order, 3281 (XXIX) of 12 December 1974, containing the Charter of Economic Rights and Duties of States, and 3362 (S-VII) of 16 September 1975 on development and international economic co-operation,
Recalling also the Lima Declaration and Plan of Action on Industrial Development and Co-operation, adopted at the Second General Conference of the United Nations Industrial Development Organization, which laid down the main measures and principles for industrial development and co-operation within the framework of the establishment of the new international economic order, and the New Delhi Declaration and Plan of Action on Industrialization of Developing Countries and International Co-operation for Their Industrial Development, adopted at the Third General Conference of the United Nations Industrial Development Organization, which spelt out a strategy for further industrialization of developing countries for the 1980s and beyond, as well as a plan of action for the restructuring of world industry,
Stressing the importance and urgency of the industrialization of developing countries in implementation of the International Development Strategy for the Third United Nations Development Decade,
Reiterating the need for increased flows of financial resources to developing countries for their accelerated industrialization,
Reaffirming General Assembly resolution 36/182 of 17 December 1981 on industrial development co-operation, in which the Assembly, inter alia, decided to ensure that adequate resources were made available to the United Nations Industrial Development Organization for agreed priority activities,
Noting decision 82/38 of 18 June 1982 of the Governing Council of the United Nations Development Programme, in which the Governing Council invited the attention of the General Assembly to the urgent need for the United Nations Industrial Development Organization to bear an increased share of the cost of the senior industrial development field advisers programme,
Bearing in mind the necessity of maintaining the momentum of technical assistance delivery achieved by the United Nations Industrial Development Organization in recent years,
Conscious of the role of the United Nations Industrial Development Organization as the central co-ordinating organ within the United Nations system for the promotion of industrial development co-operation and for the fulfilment of the agreed measures and the attainment of the agreed targets in both the Lima Declaration and Plan of Action and the New Delhi Declaration and Plan of Action,
Having considered the report of the Industrial Development Board on its sixteenth session and the progress report submitted jointly by the Executive Director of the United Nations Industrial Development Organization and the Executive Secretary of the Economic Commission for Africa on action taken with regard to the Industrial Development Decade for Africa,
1. Takes note of the report of the Industrial Development Board on its sixteenth session;
2. Reaffirms the conclusions reached by the Industrial Development Board at its fifteenth session reaffirming that activities in the areas of industrial technology, energy-related industrial technology, industrial production, the development of human resources, special measures for the least developed countries, and the System of Consultations should be accorded priority, and recommends that these activities should be given continued priority for 1983-1985, as established by the Board at its fourteenth session;
3. Strongly supports the strengthening of the System of Consultations, giving particular attention to measures that could increase the industrial capacities of developing countries in accordance with the principles, objectives and characteristics contained in the rules of procedure of the System;
4. Requests the Secretary-General to organize consultations among representatives of all Member States that have ratified the Constitution of the United Nations Industrial Development Organization, and all other interested Member States, with a view to the entry into force of the Constitution, and to report to the General Assembly at its thirty-seventh session;
5. Recommends to the General Assembly that adequate funds should be provided from sources to be determined by the Assembly, so that senior industrial development field advisers may be appointed in the countries that need them, in particular all the least developed countries, especially those in Africa, in accordance with the terms outlined in decision 82/38 of the Governing Council of the United Nations Development Programme, in which the Governing Council stressed the urgent need for the United Nations Industrial Development Organization to bear an increased share of the cost of the senior industrial development field advisers programme;
6. Urges all countries, in particular the developed countries and those in a position to do so, to contribute or increase their contributions to the United Nations Industrial Development Fund at the l982 United Nations Pledging Conference for Development Activities, so that the agreed desirable funding level of $50 million annually may be reached in 1982;
7. Takes note of the decision taken by the Industrial Development Board at its sixteenth session, concerning the proposal of the Executive Director of the United Nations Industrial Development Organization for an International Bank for Industrial Development, as reflected in paragraphs 66 to 71 of the report of the Board, and also notes that consideration of the proposal will revert to the Board at its seventeenth session;
8. Reiterates the importance of facilitating the restructuring of world industrial production through, inter alia, the implementation of General Assembly resolution 35/66 of 5 December 1980 and resolution 131 (V) of 3 June 1979 of the United Nations Conference on Trande and Development;
9. Recognizes the importance of financial flows to industrial development in developing countries;
10. Reiterates the importance of redeployment of industrial capacities, as described in paragraph 73 of the International Development Strategy for the Third United Nations Development Decade, and supports the efforts of the United Nations Industrial Development Organization in further improving and developing its programme on industrial redeployment, as outlined in paragraphs 127 to 131 in the report of the Board;
11. Takes note of the draft provisional agenda for the Fourth General Conference of the United Nations Industrial Development Organization, as generally endorsed by the Industrial Development Board, recommends it for approval by the General Assembly, and approves the establishment of an open-ended working group of the Board to meet periodically with the secretariat of the United Nations Industrial Development Organization to exchange information and views on the preparations for the Conference, including its timing.
B Industrial Development Decade for Africa
The Economic and Social Council,
Bearing in mind the Lagos Plan of Action for the Implementation of the Monrovia Stragegy for the Economic Development of Africa,
Having considered the note by the Secretary-General on the implementation of the Industrial Development Decade for Africa,
Bearing in mind that the sixth Conference of African Ministers of Industry adopted proposals for the formulation and implementation of a programme for the Industrial Development Decade for Africa,
Declaring the Industrial Development Decade for Africa to be one of the most important programmes of the United Nations Industrial Development Organization in the proposed medium-term plan for the period 1984-1989,
Having considered the progress report on the Industrial Development Decade for Africa submitted jointly by the Executive Director of the United Nations Industrial Development Organization and the Executive Secretary of the Economic Commission for Africa, and having noted Industrial Development Board resolution 55 (XVI) of 28 May 1982 on the Industrial Development Decade for Africa,
Expressing its appreciation to the secretariats of the United Nations Industrial Development Organization and the Economic Commission for Africa for the formulation of a programme of work for the Industrial Development Decade for Africa, in collaboration with the Organization of African Unity,
1. Takes note of the progress report on the Industrial Development Decade for Africa submitted jointly by the Executive Secretary of the Economic Commission for Africa and the Executive Director of the United Nations Industrial Development Organization, and transmits it, for consideration, to the General Assembly at its thirty-seventh session;
2. Requests the General Assembly to allocate adequate staff and financial resources so as to ensure the effective co-ordination and implementation of the activities of the United Nations Industrial Development Organization and the Economic Commission for Africa related to the Industrial Development Decade for Africa;
3. Renews its request to the Executive Director of the United Nations Industrial Development Organization to intensify contacts with the organs, organizations and bodies of the United Nations system, with a view to ascertaining the contributions they propose to make towards the implementation of the Industrial Development Decade for Africa;
4. Requests the secretariat of the United Nations Industrial Development Organization and the Economic Commission for Africa to report to the Economic and Social Council at its second regular session of 1983, through the Industrial Development Board at its seventeenth session, on the implementation of Industrial Development Board resolution 55 (XVI), and to identify any constraints to its full implementation which may be encountered;
5. Further requests the appropriate United Nations agencies to make necessary adjustments in their programmes with a view to contributing effectively to the implementation of the Industrial Development Decade for Africa, as called for by the General Assembly in its resolution 35/66 B of 5 December 1980.
