Second Decade to Combat Racism and Racial Discrimination

The Economic and Social Council,

Welcoming the proclamation by the General Assembly in its resolution 38/14 of 22 November 1983 of the Second Decade to Combat Racism and Racial Discrimination,

Bearing in mind the Programme of Action for the Second Decade approved by the General Assembly in its resolution 38/14,

Mindful of the responsibilities conferred upon it by the General Assembly of co-ordinating the implementation of the Programme of Action and of evaluating the activities to be undertaken during the Second Decade,

Recalling the guidance provided to the Secretary-General by the General Assembly in its resolution 38/14 for the preparation of the plan of activities for the period 1985-1989 for implementing the Programme of Action and achieving the objectives of the Second Decade,

Having considered the plan of activities for the period 1985-1989 proposed by the Secretary-General,

1. Welcomes the adoption by the General Assembly of the Programme of Action for the Second Decade to Combat Racism and Racial Discrimination;

2. Takes note of the plan of activities for the period 1985-1989 proposed by the Secretary-General;

3. Requests the Secretary-General to submit to the General Assembly at its thirty-ninth session a revised plan of activities for the period 1985-1989, taking into account the priorities reflected in the Programme of Action for the Second Decade and the relevant resolutions and recommendations, including the Programme for the Decade for Action to Combat Racism and Racial Discrimination and the programme of activities to be undertaken during the second half of that Decade, as contained in General Assembly resolutions 3057(XXVIII) of 2 November 1973, particularly paragraphs 18 (b) and (e) thereof, and 34/24 of 15 November 1979;

4. Invites all Governments, United Nations bodies, the specialized agencies and other intergovernmental organizations, as well as interested non-governmental organizations in consultative status with the Economic and Social Council, to participate in the implementation of the plan of activities for the Second Decade by intensifying and expanding their efforts to ensure the rapid elimination of apartheid and all forms of racism and racial discrimination;

5. Decides to consider on an annual basis an item entitled "Implementation of the Programme of Action for the Second Decade to Combat Racism and Racial Discrimination".
