Mobilization of human and financial resources for the women's programme of the Economic Commission for Africa beyond the United Nations Decade for Women: Equality, Development and Peace

The Economic and Social Council,

Aware that the goals and objectives of the United Nations Decade for Women: Equality, Development and Peace have not yet been fully achieved, especially in Africa,

Recalling General Assembly resolution 33/143 of 20 December 1978, in section III of which the Assembly requested the Secretary-General to take the necessary measures to increase the number of women in posts in the United Nations Secretariat subject to geographical distribution to 25 per cent of the total over a four-year period,

Recalling General Assembly resolution 37/235B of 21 December 1982, in which the Assembly requested the Secretary-General to intensify his efforts to implement fully section III of Assembly resolution 33/143 and section V of Assembly resolution 35/210 of 17 December 1980,

Recalling also resolution 21 adopted by the World Conference of the United Nations Decade for Women: Equality, Development and Peace, in which the Secretary-General was requested, as an interim measure, to explore the possibility of redeploying vacant posts within the regional commissions to the women's programmes, and General Assembly resolution 35/136 of 11 December 1980,

Recalling further General Assembly resolution 38/106 of 16 December 1983, in which the Assembly urged the Secretary-General, in consultation with the executive secretaries of the regional commissions, inter alia, to take urgently appropriate measures to ensure that all temporary and permanent senior women's programme officers posts in the regional commissions should be continued within the regular budgetary resources available to them,

1. Urges the Secretary-General and the Executive Secretary of the Economic Commission for Africa to do all in their power to provide a core group of posts from regular budgetary resources, through the redeployment of vacant posts and in the context of the proposals for the programme budget for the biennium 1986-1987, to the African Training and Research Centre for Women and to the women's programmes of the Multinational Programming and Operational Centres in order to ensure their long-term viability beyond the United Nations Decade for Women;

2. Expresses its appreciation to the United Nations Development Programme, the Voluntary Fund for the United Nations Decade for Women and the international community for the financial and technical assistance provided for the women's programme of the Economic Commission for Africa.
