Implementation of the Programme of Action for the Second Decade to Combat Racism and Racial Discrimination
The Economic and Social Council,
Welcoming the consensus support for the Second Decade to Combat Racism and Racial Discrimination demonstrated by the General Assembly in its resolutions 38/14 of 22 November 1983 and 39/16 of 23 November 1984,
Mindful of the responsibilities conferred by the General Assembly upon the Council for co-ordinating and evaluating the activities undertaken in implementation of the Programme of Action for the Second Decade,
Recalling the guidance provided to the Secretary-General by the General Assembly in its resolution 39/16,
Having considered the report of the Secretary-General on the implementation of the Programme of Action for the Second Decade,
1. Takes note of the report of the Secretary-General on the implementation of the Programme of Action for the Second Decade to Combat Racism and Racial Discrimination;
2. Welcomes the initiatives being taken to co-ordinate the full range of programmes under implementation by the United Nations system as they relate to the objectives of the Second Decade to Combat Racism and Racial Discrimination;
3. Further welcomes the additional project, introduced during the thirty-ninth session of the General Assembly, to organize a media round-table in Europe in 1985 concerning international legal issues relating to apartheid, racism and racial discrimination, and requests the Secretary-General to proceed with the implementation of that project;
4. Invites all Governments to take or continue to take all the necessary measues to combat all forms of racism and racial discrimination and to support the work of the Decade by making contributions to the Trust Fund for the Programme for the Decade for Action to Combat Racism and Racial Discrimination;
5. Invites all Governments, United Nations bodies, the specialized agencies and other intergovernmental organizations, as well as interested non-governmental organizations in consultative status with the Economic and Social Council, to paticipate in the implementation of the plan of activities for the period 1985-1989 by intensifying and expanding their efforts to ensure the rapid elimination of apartheid and all forms of racism and racial discrimination and to co-operate fully with the Council in its co-ordinating role of the activities related to the Second Decade;
6. Requests the Secretary-General to submit annual reports on the implementation of the Programme of Action for the Second Decade, taking into account the relevant resolutions and recommendations of the United Nations, including the Programme for the first Decade contained in General Assembly resolution 3057 (XXVIII) of 2 November 1973.
