Question of a draft optional protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment

The Economic and Social Council,

Recalling Commission on Human Rights resolution 1992/43 of 3 March 1992,

1. Authorizes the establishment of an open-ended inter-sessional working group in order to elaborate a draft optional protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, using as a basis for its discussion the draft text proposed by the Government of Costa Rica on 22 January 1991, which will meet for a period of two weeks prior to the forty-ninth session of the Commission on Human Rights;

2. Requests the Secretary-General to extend all the necessary facilities to the working group to enable it to meet prior to the forty-ninth session of the Commission.
