The European Parliament,
A. concerned at the absence of an agreement between the representatives of the Member States and the representatives of the staff of the European Communities on the renewal of the method for adjusting the remuneration of officials and other servants of the European Communities,
B. noting that the present deadlock in the negotiations could bring the work of the Community to a standstill at this crucial juncture in its development,
C. fearing that, by taking a consistently restrictive attitude towards the level of pay of European officials, certain Member States are seeking to downgrade the European civil service, thus undermining the independence and nature of the Community institutions,
D. referring to its resolution of 19 April 1991 approving the Commission proposals to incorporate in the Staff Regulations a method for adapting remunerations, to replace the system which applied between 1 July 1989 and 30 June 1991, and which ensured social peace for ten years,
E. endorsing the Enlarged Bureau's call for conciliation between the three institutions,
1. Affirms its attachment to the independence of the European civil service as a safeguard of the interests of the Community;
2. Expresses its solidarity with the position maintained by the representatives of the staff of the European institutions;
3. Urges the Council to adopt the Commission's proposal as approved by Parliament;
4. Instructs its President to take all necessary steps, in the appropriate quarters, to implement this resolution;
5. Instructs its President to forward this resolution to the Council, the Commission and the Member States.
