The European Parliament,

A. shocked by the reports of the inhuman treatment of the two Chinese dissidents, Mr Wang Juntao and Mr Chen Ziming, who were sentenced in February 1991 to 13 years imprisonment for their activities in the Chinese democratic movement,

B. believing these men to have been confined to punishment cells for four months, although prisoners are not meant to be held in them for longer than one week,

C. aware that both prisoners are on hunger strike in an attempt to improve their conditions of imprisonment and that their health is causing grave concern to their families,

1. Condemns in the strongest terms China's failure to respect human rights, and in particular the repression of freedom of expression, the very existence of political prisoners and the conditions of those detained in prison;

2. Calls on China to guarantee respect for human rights and fundamental freedoms, guarantee just and fair trials and guarantee that prison conditions comply with the basic rules for the treatment of prisoners as laid down by the UN;

3. Calls, in particular, on the Chinese authorities to ensure that Mr Wang and Mr Chen have adequate medical treatment, access to their lawyers, regular family visits and access to international observers from humanitarian organizations such as Amnesty International;

4. Instructs its Delegation for relations with the People's Republic of China to raise the question of the imprisonment and treatment of Mr Wang and Mr Chen with the Chinese authorities and to ask the Chinese Government to allow the delegation to see them and other prisoners in China, as desired;

5. Instructs its President to forward this resolution to the Commission, the Council and to the Government of the People's Republic of China.
