Text adopted on 17.1.91 RESOLUTION
on the decision by the Council to recognize Croatia and Slovenia
The European Parliament,
A. welcoming the apparent success of the latest ceasefire
which offers the prospect of conditions under which UN
peace-keeping forces can operate,
B. profoundly regretting the grievous loss of life among the
population in this conflict, particularly among civilians,
C. outraged by the gratuitous shooting-down of a European
Community helicopter, with the loss of life of five
monitors, and extending its condolences to the bereaved
families,
D. paying tribute to the work of European Community monitors
in appallingly difficult conditions and recognizing the
importance of their work,
E. whereas the Federal Republic of Yugoslavia no longer exists
in its old form,
1. Calls on the Community and its Member States to do all in
their power to promote peace in the region, notably by
providing support in men and equipment for the UN
peacekeeping force;
2. Welcomes the Council's decision to recognize Croatia and
Slovenia, on the basis of their legitimate self-
determination and adequate guarantees concerning their
respect for human rights, particularly minority rights,
and their acceptance of the international obligations
entered into by Yugoslavia;
3. Supports immediate diplomatic recognition of the republics
which have applied and which fulfil the conditions
described in the EC 'Guidelines for the recognition of new
states in Eastern Europe and in the Soviet Union' and the
related Declaration on Yugoslavia;
4. Calls for a referendum to be organized, if necessary, in
Bosnia-Herzegovina under international supervision;
5. Calls for measures to protect minorities throughout the
territory of the former republic of Yugoslavia, notably
Serbians, Albanians - particularly the Albanian-speaking
majority in the province of Kosovo - Croats, Muslims,
Hungarians, Italians and other ethnic groups;
6. Insists that the European Community does not accept any
change of the external borders of former Yugoslavia;
7. Insists that the European Community will not recognize any
changes in the internal borders of former Yugoslavia
brought about by force and that any changes must be the
result of peaceful negotiations;
8. Calls on the federal army to withdraw its troops from
Croatia and for all irregular militia to be disarmed and
disbanded;
9. Instructs its President to forward this resolution to the
Commission, the Council, European Political Cooperation,
the United Nations and the participants of the EC peace
conference.
