BOSNIA-HERZEGOVINA

RESOLUTION B3-0532/92

on the situation in Bosnia-Herzegovina

The European Parliament,

A. concerned at the violent clashes in Bosnia-Herzegovina,

B. alarmed that the SDS leadership has repeatedly threatened civil war if the republic is not divided or turned into a confederation in line with the wishes of the SDS,

C. convinced that a just peace in the former Yugoslavia can be promoted only if all republics are acknowledged to be equal successors to the Yugoslav Federation,

D. whereas each region of Bosnia-Herzegovina contains, in addition to the majority population, sizeable minorities which feel attached to their homeland and wish to live in peace,

E. having regard to the considerable efforts of all the peace groups in the various republics formerly belonging to Yugoslavia to protect the integrity of Bosnia-Herzegovina, and expressing its support for 'anti-war' groups,

1. Endorses the recognition of Bosnia-Herzegovina by the European Community and its Member States;

2. Condemns the violations of human rights (executions, maltreatment, disappearances) by rival groups;

3. Calls on EPC, the Council and the Commission to do their utmost to:

- have the existing border recognized in accordance with the CSCE and the Paris Declaration and guarantee the integrity of Bosnia-Herzegovina,

- extend the mandate of the UN forces, so that they can also be deployed to avert war in Bosnia-Herzegovina,

- safeguard the republic's political cohesion,

- safeguard the rights of minorities in the republic in accordance with the guidelines in the second section of the 'Treaty Provisions for the Convention';

4. Instructs its President to forward this resolution to the Council, the Commission, EPC, the UN Security Council, and the Government ofBosnia-Herzegovina.
