Text adopted on 9.4.92

The European Parliament,

A. alarmed at the suspension of the constitution which has been decreed by the President of Peru, with the support of the armed forces,

B. concerned at the dissolution of the Peruvian Congress, the concentration of all powers in the hands of the President, and the detention or house arrest of a number of its members,

C. whereas as a result the process of restoring democracy in Latin America has been disrupted, which was almost the case in the recent, thwarted military coup in the Republic of Venezuela,

D. restating the importance for the development and prosperity of nations, and for the establishment of peaceful relations between nations, of maintaining the democratic and representative institutions and safeguards of the Constitutional State,

E. deeply concerned at the process of political destabilization stemming from the wave of violence by the Shining Path terrorist group,

1. Condemns the unilateral decision by the President of Peru to suspend constitutional safeguards and the rule of law;

2. Calls for the immediate restoration of the rule of law;

3. Urges the Peruvian authorities to release immediately the persons detained during the coup d'état and guarantee the safety of the members of Congress;

4. Roundly condemns Shining Path's terrorist acts against democracy, in which thousands of prominent politicians and civilians have been killed and infrastructure destroyed;

5. Urges the Commission, the Council and European Political Cooperation to make political and diplomatic representations to the Peruvian authorities in order to ensure that the Republic of Peru returns to constitutional normality and legal safeguards are restored;

6. Calls on the Commission, the Council and the Member States to review their cooperation arrangements with the Peruvian Government in the light of the new situation;

7. Instructs its President to forward this resolution to the Commission, the Council, European Political Cooperation, the governments of the Member States, the OAS, the Government of Peru, and the Latin American Parliament.
