The European Parliament,
A. having regard to the protocol of agreement signed in Washington on 23 February 1992 by the representatives of various Haitian authorities with a view to a return to democracy and constitutional order in Haiti,
B. having regard to its resolutions of 10 October 1991 on Haiti, 21 November 1991 on the continuing crisis in Haiti, and 13 February 1992 on human rights in Haiti, and the resolution adopted by the ACP-EEC Joint Assembly on 20 February 1992 in Santo Domingo,
C. having regard to the inaugural speech delivered by President Aristide on 19 February 1992 to the Joint Assembly,
D. whereas the Tontons Macoutes and those responsible for the putsch in Haiti took action last week to prevent the Haitian parliament from ratifying this agreement, using violence against members of parliament to compel them to go away so as to prevent a quorum from being attained,
1. Asks the Commission and the Council to maintain the embargo, with the exception of humanitarian aid, and the block on funds imposed on Haiti until the protocol of agreement is effectively implemented;
2. Strongly supports this political solution aimed at a return to democracy;
3. Asks the international authorities, including the European Community in the framework of EPC, to send an international monitoring force to enforce this agreement in order to secure the earliest possible end to the paralysis of this country and to the inhuman conditions in which the Haitian people are living;
4. Calls on the governments of the region and of the European Community to display international solidarity by supporting the Washington agreement and denying the authors of the coup d'état access to their territory;
5. Calls on the President in Office of the Council to make urgent diplomatic representations to the United States to bring its influence in the region to bear in order to secure agreement on means of assuring the safe return of President Aristide to Haiti;
6. Instructs its President to forward this resolution to the Commission, the Council, EPC and the governments of the Member States.
