The European Parliament,
A. whereas the brutal repression of the Albanian majority of Kosovo by the Serbian Communist Government has been going on for three years since the declaration of the state of emergency,
B. whereas the democratically elected Kosovo Parliament has called for the restoration of the rights guaranteed under the 1974 Yugoslav Constitution,
C. whereas acts of tyranny such as the banishment of the Kosovo Parliament, the dismissal of thousands of workers for having spoken their own language, the closure of Albanian schools, the comprehensive repression of all the mass media and the numerous acts of violence perpetrated by the Serbian police and army have brought about a profound crisis,
D. whereas thousands of inhabitants of Kosovo, in particular young men, have been forced into exile,
E. whereas it is essential for the wishes of the people of Kosovo to be taken fully into account at the peace conference in Brussels under the chairmanship of Lord Carrington,
F. having regard to its previous resolutions on the persecution of Albanians in Kosovo,
1. Condemns once more the brutal and racist persecution of the Albanians in Kosovo and calls for an end to the state of emergency and the withdrawal of all military and paramilitary forces from Kosovo;
2. Backs the call by Mr Rugova, Chairman of the Council of Albanian Political Parties of former Yugoslavia, for free elections in Kosovo very soon;
3. Appreciates and encourages the efforts of those Serbian democratic minorities that are fighting for the rights of the people of Kosovo to be respected and for the necessary dialogue between the Albanian and Serbian peoples;
4. Calls on EPC to express its concern at the human rights situation of the people of Kosovo and Albanians living in the other Yugoslav republics, principally Serbia, Macedonia and Montenegro;
5. Instructs its President to forward this resolution to the Commission, the Council, EPC, the Governments of Macedonia, Montenegro and Serbia, the President of the Kosovo Parliament in exile and Lord Carrington.
