RESOLUTION B3-1411, 1433, 1435 and 1478/92
The European Parliament,
A. having regard to Amnesty International's report on human rights violations in Juba where in June, July and August 1992 'government forces are reported to have deliberately killed at least 300 unarmed civilians and to have arrested hundreds of others',
B. greatly concerned by the efforts of the Sudanese Government, with the aid of external powers, to impose islamization on the whole population;
C. deploring the existence of secret detention centres and prisons in which an unknown number of citizens are being detained and tortured, including Oruzu Lokine Daki and Rev. Matta Boush, who are both imprisoned because of their Christian persuasion,
D. having regard to the execution by the Sudanese authorities of a Sudanese member of the European Commission's staff in Juba in August and to the disappearance of other members of the European Commission's and the United Nations' staff,
E. expressing great concern about the plight of the now remaining population of Juba, which is exposed to hunger and massacres by the army,
F. stressing that the violent interruption of shipments of aid and threats to aid workers make it impossible to bring to an end the famine and epidemics which devastate large parts of the Sudan,
G. expressing its abhorrence at the recent execution of a US-Aid worker,
H. recalling its request, made in its resolution of 9 April 1992 on famine in Africa and the Sudan, to the Sudanese Government to abandon the enforced evacuation of displaced persons from their camps in the area of Khartoum and Omdurman,
I. having regard to Articles 1 to 17 of the African Charter of Human and Peoples' Rights signed to guarantee freedom of conscience and religious belief and practice,
1. Condemns the systematic abuses of human rights throughout the country, including recently reported persistent human rights violations by government forces in Juba and in the Nuba Hills;
2. Calls on the Sudanese Government to put a stop to the pressure on citizens to convert to Islam;
3. Calls on the Sudanese Government to take immediate action to end the torture and killing of prisoners and unarmed civilians and to take action against all soldiers and security officials alleged to be responsible for such abuses;
4. Calls on the Sudanese authorities to provide a full and documented explanation for the execution of the European Commission and the US-Aid employees;
5. Calls on the Foreign Ministers meeting in EPC to bring about the free passage of shipments of food and to give all support to the humanitarian organizations which come to the assistance of the population in need without any discrimination, and to seek the admittance of UN observers for this purpose;
6. Calls on EPC to convene a new peace conference, under international surveillance, to seek political solutions;
7. Instructs its President to forward this resolution to the Council, Commission, EPC, the Sudanese Government, the Secretary-General of the OAS and the Secretary-General of the UN.
