Situation in Angola

RESOLUTION B3-1420, 1438, 1446, 1466, 1470, 1475, 1480 and 1482/92

Resolution on the situation in Angola

The European Parliament,

A. having regard to the importance of the elections to the Angolan peace process,

B. whereas the elections were conducted in a democratic manner, as was attested by international observers, in particular from the Community and the United Nations,

C. taking also into account a position taken by the American, Portuguese and South African governments with regard to the elections in Angola,

D. whereas, although some irregularities may have been observed, the elections were nevertheless held to be 'free and fair',

E. having regard to the final results declared on 17 October 1992 by the Chairman of the National Electoral Council, and condemning any stratagems aimed at ignoring or challenging these results,

F. deploring the violent incidents since the elections, which have led to several deaths,

1. Calls on all the parties concerned to adhere strictly and fully to the undertakings given in Lisbon, which have already led to the election of a new parliament and the first round of presidential elections;

2. Urges that any party seeking to recommence hostilities should be condemned in the strongest terms and subjected to immediate sanctions;

3. Calls on the UN to ensure that the second round of the presidential elections is conducted in an exemplary manner, in compliance with the BICESSE peace agreement;

4. Expresses its satisfaction with the timely and important statements made by the Council on 1 and 15 October 1992 within the framework of EPC, in particular the statement that the election results must be respected if the international community were to be able to support the reconstruction process in Angola;

5. Undertakes to consider with the other Community institutions the possibility of establishing a technical cooperation programme with the new parliament, in accordance with Articles 5, 26 and 275 of the Lomé Convention;

6. Calls on all the parties to respect the provisions of the 1991 peace agreements and, in particular, the effective establishment of a single national army;

7. Urges the Member States of the EC to be ready to assist the UN by sending more observers to scrutinize this election;

8. Instructs its President to forward this resolution to the Council, EPC, the Commission, the UN Secretary-General, the Member States, the governments of the United States, the Republic of Russia, Angola and South Africa, the OAU Secretary-General, the Co-Presidents of the ACP-EEC Joint Assembly and the Presidents of the MPLA and UNITA.
