Resolution on the Delors II Package
The European Parliament,
- having regard to its resolution of 9 April 1992 on the guidelines for the preparation of the 1993 budget,
- having regard to its resolution of 10 June 1992 on the Commission communication 'from the Single Act to Maastricht and beyond: the means to match our ambitions',
- bearing in mind Parliament's intention to include the 1993 tranche of the Delors II Package in the 1993 budget in December,
- having regard to the decisions reached by the European Council in Lisbon,
- having regard to the Council's intention to reach a decision on the Delors II Package in Edinburgh,
- having regard to the need for Parliament to reach a decision on the Delors II Package, a decision requiring a qualified majority,
A. concerned at the length of the negotiations within the Council, which seem to rule out any possibility of the appropriate negotiations between the Council and Parliament taking place before the Edinburgh Summit,
B. whereas research and development need to be taken into account,
C. whereas the Community must safeguard funding for the reformed CAP without endangering the funding of other Community policies,
1. Emphasizes the close connection between the decisions reached on the 1993 budget and the Delors II Package;
2. Calls on the Council to discuss with Parliament as soon as possible the Community's financial perspectives in order to reach an agreement between the Council and Parliament before the Edinburgh Summit;
3. Stresses, within this context, that the aim of the 1993 budget and the new interinstitutional agreement is to meet the EC's needs over the coming years and help to make up the democratic deficit, on the basis of power-sharing between the two branches of the budgetary authority;
4. Instructs its President to forward this resolution to the Council and Commission.
