RESOLUTION B3-1632/92

Resolution on road, rail and air transport hampered by the war in the former Yugoslavia

The European Parliament,

- having regard to the Oral Question B3-1375/92 and the Commission's reply,

A. whereas transport between Member States frequently has to cross territories of third countries,

B. whereas the deplorable war in the territories of the former Yugoslavia is seriously disrupting intra-Community road, rail and air services,

C. whereas these problems particularly affect transport to and from Greece,

D. whereas it should be a major concern of Community transport policy to find remedies,

E. whereas the Commission has already taken some steps to encourage alternative transport routes and to provide some financial compensation for the increase in transport costs,

F. whereas the Commission has started negotiations with the Republic of Slovenia on transport issues and possible financial support for infrastructure measures, which, it is to be hoped, will be concluded quickly and as a matter of urgency,

1. Calls on the Commission to make every possible effort in order to bring peace to the territories of the former Yugoslavia;

2. Calls on the Commission, once peace is achieved, to enter into negotiations on technical and financial aspects with all successor states of the former Yugoslavia to help rapid reconstruction of damaged transport infrastructure and find acceptable solutions for transit through these states, and in particular to reach urgent agreement with Slovenia;

3. Calls on the Commission to improve in the meantime alternative transport routes between Greece and the other Member States, in particular:

- to reach agreements on rail and road transport routes through Bulgaria and Romania, as well as to improve the transit arrangements with Hungary and the CSFR;

- to work out concrete measures to promote combined road/sea and rail/sea transport between Greece and Italy and the other Member States situated in the Mediterranean area;

- to propose further measures to eliminate air traffic congestion over Italy and the Adriatic;

4. Instructs its President to forward this resolution to the Council, Commission and the successor states of the former Yugoslavia which have been recognized by the Community.
