Resolution on the forthcoming elections in Guinea
The European Parliament,
A.whereas a process of democratization has been launched in Guinea,
B.whereas the first democratic election initially scheduled for January 1993 have been postponed for several weeks, without a date having yet been fixed,
C.reiterating the European Community's desire to promote the prospects for democratic development throughout the world and particularly in countries not yet governed by the rule of law,
D.concerned that many people, especially those of the peasant class, will not be able to participate in these elections because they do not have the money to obtain the identity card they need if their names are to be included in the electoral register,
1.Calls on the Council and Commission to ensure that an electoral college representing all the country's democratic forces is established;
2.Calls on them to support this democratic process financially so that independent observers may be sent to Guinea from the neighbouring countries;
3.Calls on them to make representations to the Guinean authorities with a view to the whole population of voting age obtaining identity cards without payment, this being vital if the elections are to be truly democratic;
4.Instructs its President to forward this resolution to the Council, the Commission and the Guinean Government.
