Resolution on human rights and democratization in Madagascar
The European Parliament,
A.reaffirming its resolute stance on respect for human rights and democratization in Madagascar,
B.aware of the Madagascan people's sufferings under the dictatorial regime led by the outgoing president, Mr Ratsiraka,
C.wholeheartedly welcoming the peaceful protests supported by the opposition alliance under the presidency of Mr Albert Zafy,
D.noting that in the first round of the presidential elections held on 25 November 1992, the main opposition candidate, Mr Zafy, obtained more than 45%-48% of the vote and the outgoing president only some 20%,
E.concerned at the reports apparently indicating that the present government is attempting to postpone the date for the second round of the presidential elections scheduled for 10 February 1993,
1.Congratulates the Madagascan people on their progress towards democratization while remaining aware of the difficulties still to be overcome;
2.Considers it crucial for good future relations between Madagascar and the EEC that the elections take place without hindrance, in due and proper manner and with respect for the civic rights of all the population;
3.Calls on the competent authorities to organize the elections in accordance with the timetable laid down;
4.Calls on the international community to monitor the elections closely, i.e. by dispatching a sufficient number of observers;
5.Condemns the violence instigated in Diego Suarez province where supporters of the outgoing President, the dictator Ratsiraka, have intimidated representatives of the opposition, wounding several people;
6.Instructs its President to forward this resolution to the Commission and the Council.
