Resolution on the expulsion by Israel of 415 Palestinians from the occupied territories

The European Parliament,

A.shocked by the terrorist acts committed in the name of the Hamas organization which refuses to recognize Israel's right of existence,

B.shocked at the expulsion by Israel of 415 Palestinians from the occupied territories,

C.noting the legal actions brought before the Israeli Supreme Court by lawyers or human rights defence groups including Bet'selem and ACRI (Association for Civil Rights in Israel) against the expulsion order; considering that Israel has every legal means at its disposal to bring possible criminal proceedings,

D.recalling its resolution of 15 January 1992 on the financial protocols with Syria, Morocco, Algeria, Egypt, Tunisia, Jordan, Lebanon and Israel and these countries' respect for human rights and international agreementsOJ No. C 39, 17.2.1992, p. 50,

E.having regard to UN Security Council Resolution 799 which calls on Israel to allow the 415 Palestinians to return to the occupied territories,

F.having regard to the declaration adopted by the Community and its Member States on 18 December 1992,

1.Roundly condemns terrorism and the actions of extremists aimed at hindering the peace process;

2.Condemns the expulsion of the 415 Palestinians;

3.Reaffirms its support for continuing peace negotiations in the Middle East involving all democratic and moderate forces in the region;

4.Calls on the Commission and the Member States to raise at the forthcoming meeting of the EC-Israel Cooperation Council the issue of the application of the financial protocol with Israel in the light of developments in the case of the Palestinian deportees;

5.Firmly invites Israel to respect its obligations as occupying power laid down in the IVth Geneva Convention on the protection of civilians in times of war and to act according to the resolutions of the Security Council, notably resolution 799;

6.Instructs its President to forward this resolution to the Council, the Commission, the governments of the Member States and the representatives of Israel and the PLO to the European Community.
