RESOLUTION B3-0523/93/fin.
The European Parliament,
-having regard to its resolution of 13 February 1992 on the EEC participation in the UN Conference on the Environment and Development (UNCED),
-having regard to its resolution of 8 April 1992 on the implementation of European Community environmental legislation,
-having regard to its resolution of 17 November 1992 on the proposal from the Commission to the Council for a resolution on a Community Programme of Policy and Action in relation to the Environment and Sustainable Development,
A.concerned, despite the measures adopted in recent decades, at the serious deterioration in general environmental conditions, in particular as regards climate change, air pollution, habitats and species diversity, water pollution, waste and destruction of urban environments,
B.whereas the necessary ecological structural changes have not yet been made,
C.whereas future environmental policy must be geared towards an economy which takes account of the planet's ecological capacity and gives priority to the cautious exploitation of natural resources,
1.Calls on the Commission, the Council and the Member States to make a fundamental change of direction as regards the environment;
2.Welcomes the guidelines set out in the fifth environmental action programme, in particular the principles of precaution and the inclusion of environmental protection in all Community policies;
3.Calls on the Commission to create appropriate procedures to ensure that the environmental dimension is integrated into all directorates-general at organizational level;
4.Urges the Commission to assess how other Community policies take Article 130r(2) into account by means of the regular publication of a white paper proposing and updating environmental measures and priorities together with the relevant timetables, using the shared responsibility principle;
5.Instructs its President to forward this resolution to the Commission and the Council.
