Resolution on the results of the Copenhagen European Council concerning the situation in Bosnia-Herzegovina

The European Parliament,
-having regard to its previous resolutions, in particular its resolution of 27 May 1993 on Bosnia-Herzegovina,
1.Expresses its indignation at the failure of intergovernmental decision-making structures within the Twelve, the CSCE, NATO and the United Nations to achieve a peaceful settlement in the former Yugoslavia;
2.Endorses the continuation and stepping-up of humanitarian aid to the population of Bosnia-Herzegovina, the protection of civilians in besieged towns and the acceptance of refugees in all Member States of the Community; opposes vigorously plans to resettle refugees from the former Yugoslavia outside of Europe;
3.Calls for Article 51 of the UN Charter concerning the right to self-defence to be observed;
4.Is shocked at the continuing attacks on the towns which have been declared safe areas by the UN Security Council, and the killing of civilians in these areas; urges the EC Member States to implement immediately the UN Security Council resolutions and to restore safety for the inhabitants of these areas; calls on the EC Member States therefore to comply with the UN Secretary-General's request for men and money for this purpose;
5.Stresses that any agreement on the future of Bosnia-Herzegovina must be agreed by all parties to the conflict and that territorial gains or violations of internationally recognized borders accomplished by force must not be accepted; stresses furthermore that such an agreement must have as its prime objective to restore a multi-ethnic society in Bosnia-Herzegovina and that it must not sanction a further process of ethnic cleansing;
6.Instructs its President to forward this resolution to the Council, the Commission, the governments of the Member States, European Political Cooperation, and the Government of Bosnia-Herzegovina.
